Vertex form: f(x)=a(x1)2+3f(x) = a(x - 1)^2 + 3. Since f(0)=1    a(01)2+3=1    a=2f(0) = 1 \implies a(0 - 1)^2 + 3 = 1 \implies a = -2. So f(x)=2(x1)2+3f(x) = -2(x - 1)^2 + 3. At x=10x = 10: f(10)=2(9)2+3=162+3=159f(10) = -2(9)^2 + 3 = -162 + 3 = -159.
